OAS can be used to improve communications between Head Office and the Plant by allowing Shipping Operators at Head Office to enter details of new shipments, marine or pipeline, directly into OAS. A data-driven approval mechanism makes clear the status of each order at any point in time.
OAS has a single copy of each order. There is no re-keying and there is never any danger of out-of-date copies being used. The Planner can lock the shipment to prevent any change to grade or quantity.
OAS allows entry of any hydrocarbon material, and permits the Trader or Shipping Operator to identify it according to commercial type - for example export, coastal, inter-E.U., depot transfer etc. The system is capable of holding a full library of specifications, registering those currently approved for use and with assured test methods at the refinery laboratory. At the point of nominating a grade, the specification can be retrieved from the library, and approved quality variations made on a parcel-by-parcel basis according to that commercial agreement. The parcel specification can be transferred to the laboratory as an instruction to test, and the results transferred back to OAS, allowing Certificates of Quality to be automatically produced along with other documents from the system.
The system supports multi-grade multi-destination shipments and allows calculation of movement quantities in a number of different measurement units and different types of instrumentation (flow meters, tank gauges etc.).
Vessel Experience and Vessel comments (e.g. Vetting status) are held and can be reviewed at any time - vessels with vetting comments associated are highlighted at the time of nomination. |
