OAS supports the recording of all the details of hydrocarbon material entering or leaving the refinery. This covers pipelines, vessels (including via SBM), road and rail, domestic and foreign.
OAS calculates movements quantities based on tank measurements, metered measurements, ships figures or surveyor figures. Quantity, density and temperature information can be manually entered or obtained from a process historian and the volumes calculated in a full range of units. The Oil Accountant may then choose the correct measurement type to use for each movement. Adjustments to the movement quantities may also be included in the calculation. These maybe necessary due to simultaneous movements occurring on the measured tank, or the contents of a pipeline used between the source and destination of the movement. OAS contains an electronic version of the pump house control room pumping log. This allows all refinery movements to be recorded in OAS and provides a single copy accessible by different departments. Shipments movements can be linked to specific shipments so total quantities received/delivered can be calculated.
OAS has an in-built shipping and customs documentation printing control system. Reports, tailored to individual refineries, can be generated using standard word processing and spreadsheet packages. Standard and shipment specific documentation distribution lists specify
- the documents to be produced
- the number to be produced (original, duplicate, triplicate and copy)
- the recipients.
The documents can be distributed automatically via hard-copy or electronically via Email, Fax etc. The printing of specific documents (Bill of Lading etc.) can be restricted to specific printers with strict control over their reprinting and/or amending of any data associated with them.
Events and delays can be recorded in the Vessel Timesheet system, for use in generating the formal timesheet document but also for use in Demurrage estimate calculations and Port Performance analysis. Rules can be configured to enforce entry of accurate delay information if the elapsed time between recorded events exceeds defined allowances. | Features
